Alerts are triggered for populations that have undergone major declines and are intended to help inform conservation management. Constructive comments on the report are welcomed and we will feed these into our annual review of the scope and content of the WeBS Alerts Report. Key questions, on which we are particularly keen to receive feedback, are posed below and you can add more general comments. We would prefer responses in electronic format; please e-mail to HYPERLINK "mailto:websalerts@bto.org" websalerts@bto.org. Alternatively, post to WeBS Alerts Questionnaire, BTO, The Nunnery, Thetford, Norfolk, IP24 2PU. Please note that you can type your comments directly into this document if you download and save it please add your comment after the relevant question and save before printing or attaching to an e-mail. The full details of the WeBS Alerts System are provided in the report, but to aid you in completing this questionnaire we provide four very brief summary points: National Alerts are generated for species (or specific populations of a species) using data from across the WeBS site network, either at the UK level or individual country level. These Alerts provide some context for understanding finer scale changes in populations. Site Alerts are generated for selected species at individual designated sites that are also WeBS sites, including Special Protection Areas (SPAs) and Sites of Special Scientific Interest (SSSIs). Regional trends are also given to facilitate the interpretation of site-level changes for any given species. All Alerts can be filtered to aid their interpretation and the Biological Filter has been developed to allow population changes to be assessed in the context of a species population dynamics and demographics. For example, a short-term, major population change in a long-lived species that is relatively site faithful and whose population typically fluctuates little may be of greater concern than such a change in a short-lived highly mobile species. For site-based Alerts an additional filter, the Conservation Concern Filter, has been used to prioritise the species for which Alerts status has been assessed; this filter relates to whether a species is a designated feature on the site in question. Question 1: Does the introduction to the report provide a clear explanation of the aims of the WeBS Alerts System? Question 2: Does the methods section provide a clear explanation of the data used and how they have been analysed to generate the various Alerts? If not, which particular parts could be improved and how can this be achieved? Question 3: Did you fail to understand any of the methodological approaches completely as a result of how we have described them? If so, which parts? Question 4: Tables 2.2 and 2.3 show how the species for site-based Alerts have been chosen. This relates to the Conservation Concern Filter (CCF). As a general approach do you think that the CCF is a valid way of selecting these species or is there an alternative that you think would be better? Question 5: The periods for which trends are assessed for alert status are 5, 10 and 25 years (or all-years where there are less than 25 years of data). In addition, alerts for designated sites are assessed from the data of designation. Are these the most appropriate periods over which to generate both national and site-based Alerts or are there other needs or alternatives that we should consider? Question 6: The Biological Filter provides context for interpreting the Alerts in relation to a species life history. The chosen elements of the filter are limited by our understanding, but are intended to be a useful model. Do you think that this is a good approach to aiding interpretation of Alerts? If not, why? If so, are there ways in which you think we can improve it? Is the decision matrix in Table 2.3 appropriate? Question 7: Is there anything about the presentation of national Alerts that you find difficult to use? If so, how can we improve presentation? Question 8: Is there anything about the presentation of site Alerts that you find difficult to use? If so, how can we improve presentation? Question 9: Are there any other comments that you have on WeBS Alerts? Thank you for taking the time to comment and help us improve the usefulness of the WeBS Alerts System. The Wetland Bird Survey is a joint scheme of the British Trust for Ornithology, The Wildfowl & Wetlands Trust, the Royal Society for the Protection of Birds and the Joint Nature Conservation Committee to monitor non-breeding waterbirds in the UK.
